As voters in all but a handful of states go to the polls to decide on state legislative races – and in 36 states, governor's races – some consistent themes run across the country. National political issues, including a possible “wave” election for Republicans, inflation and economic concerns, and highly charged social issues are certainly felt across many states, yet it's often the unique politics of each state that takes precedence. While the old saying that “all politics is local” may no longer hold true, many state races are still subject to trends and influences that do not make national headlines.

Ironically, one of the common themes across the country in state races is not who is on the ballot, but who is not: in many states an unusually high number of legislative retirements are occurring in 2022. The National Conference of State Legislatures, for example, expects the number of new state legislators in 2023 to be around 1,000 nationally, or roughly 15 percent of the total – the highest such number in any recent cycle.

NAMIC's regional advocates have prepared the following election preview to help highlight races of interest and put these in the context of the future challenges NAMIC members will face. One other important note: while four of the 11 states with elected insurance regulators will hold elections this year, the vast majority of the remaining insurance regulators are appointed by governors, so changes in the state chief executive office in a given state could also bring changes in this key regulatory post.
